BUSH'S BACKDOOR WAY TO KILL A FEDERAL HOUSING PROGRAM

ADAM LISBERG NY DAILY NEWS - The feds have stopped paying the rent for
thousands of New Yorkers who rely on Section 8 money to keep a roof over
their heads, Sen. Chuck Schumer charged. The Department of Housing and
Urban Development doesn't have enough money to pay its bills for the
rest of the year, so it delayed payments to some landlords and plans to
stiff others, the New York Democrat said. . .

The money is supposed to go to managers who run housing projects for the
poor and elderly, so the funding crisis won't immediately result in
anyone being evicted from an apartment. But, Schumer said, it makes it
harder to convince landlords and nonprofit groups to build their budgets
around federal subsidies.

HUD never paid its August Section 8 subsidy for 7,004 apartments in New
York State, including almost 4,000 city apartments in 43 buildings in
all five boroughs, Schumer said.
