FIFA FLOPS IN BOLIVIA OVER ALTITUDE RULE

LA TIMES - A decision by the world soccer body FIFA to ban international
matches at altitudes above 8,200 feet to protect players' health and
ensure competitiveness has drawn fierce protests from soccer-crazed
Andean nations. The decision dealt a particular blow to the
international soccer aspirations of Bolivia, whose administrative
capital, La Paz, sits at almost 12,000 feet. High-altitude stadiums
elsewhere in Bolivia likewise provide an edge to Bolivian squads more
accustomed to the lower barometric pressure, which decreases oxygen
absorption. "He who wins at altitude, wins with dignity," said Bolivian
President Evo Morales, an avid soccer fan. "He who fears altitude has no
dignity."

Morales, who still plays pickup soccer games, pledged to send a
delegation to FIFA's headquarters in Zurich, Switzerland, to protest the
ban and seek to reverse the decision, which he called discriminatory.

In a letter sent Tuesday to FIFA, Morales labeled the measure "an attack
against the legitimate right of the communities" and a violation of
international rights guaranteed by the United Nations.

Major street protests are planned against the measure, the press
reported, and Morales intends to participate in a soccer match
underscoring the nation's discontent with the decision.

A media group in La Paz unveiled plans to send 1 million letters of
protest to the FIFA president, Joseph "Sepp" Blatter, who was denounced
here for his action, taken Sunday.

Other countries affected will be Colombia, Ecuador and Peru, each of
which has stadiums above the new altitude limit. Mexico City's famed
Aztec Stadium sits below 8,200 feet, but Toluca, among Mexico's most
successful club teams, plays at a venue above the altitude limit.
Protests poured in from the other Andean nations.

THE HEALTH CARE MESS: HOW WE GOT INTO IT AND HOW WE'LL GET OUT OF IT

Julius B. Richmond & Rashi Fein

PUBLISHERS WEEKLY - Former surgeon general Richmond and medical
economist Fein offer a judicious, account making it blindingly clear
that any decentralized system with multiple centers of influence (HMOs,
employer-sponsored insurance plans, etc.) will force each segment of the
health-care world to act in its own interest: the young and healthy opt
out of mass coverage plans, which prevents their contributions from
being spent on the aged and infirm; companies pass costs on to
government or its own employees. In such a climate, what starts as
rational self-interest inevitably morphs into a never-ending "quest for
profits," which is where we are today. Bringing to this dry yet
important subject authoritative knowledge and insight, the authors slice
through the intricacies like an experienced surgeon. Their proposed
solution is government-financed universal health insurance, though they
admit our legislators have not had the stomach for it in the past.

JUSTICE

AGENCE FRANCE PRESSE- The idea of executing child rapists, even when
there in no loss of life, is making headway in the United States. The
Louisiana Supreme Court last week upheld the death sentence for a
pedophile, and the governor of Texas is soon to sign into law
legislation to that effect. In 1995, Louisiana was the first state to
adopt legislation authorizing the death penalty for child rapists. . .
Various versions of the "Jessica Law" sprang up all over in the country,
imposing in most cases a minimum 25 year jail sentence and the wearing
of an ankle bracelet for life for raping a child aged 12 or younger. But
in some states, elected officials amended their versions of the "Jessica
Law" by adding the possibility of condemning a pedophile to death. They
include Louisiana, Oklahoma, South Carolina, Georgia and Montana.

THE YOUNG

RONALD BAILEY, REASON - The self-esteem generation (18- to 25-year-olds)
is now moving into the workforce, and they're driving Boomer managers
nuts. Kids who were used to being told how "special" they are at every
turn by parents and teachers and getting gold stars for their finger
paintings are apparently having trouble adapting to the real world in
which managers merely expect them to do their jobs. According to
National Public Radio: "Companies are hiring consultants to help manage
the 'over praised' Me Generation. The result? Kudos for showing up to
work on time. Awards for getting a report in. Forget Employee of the
Month - how about Employee of the Day. Some managers are resistant,
saying the only praise they ever got was a paycheck."

BEHIND THE BUSHES

PROGRESS REPORT - In Sept. 2006, Shannen W. Coffin, counsel to Vice
President Dick Cheney, wrote a letter to the chief counsel of the United
States Secret Service (USSS) ordering that the "USSS shall not retain
any copy" of documents and information pertaining to visitors to the
Vice President's residence. The letter was disclosed last Friday as part
of "a lawsuit by Citizens for Responsibility and Ethics in Washington,
seeking the identities of conservative religious leaders who visited
Cheney at his official residence." The release was "accompanied by an
18-page Secret Service document revealing [that] the agency's
long-standing practice has been to destroy printed daily access lists of
visitors to the residence."

AP - Detroit Congressman John Conyers says he supports a national effort
calling for the impeachment of President Bush and Vice President Dick
Cheney. But he stopped short today of pledging to take action to back
it. The veteran Democratic lawmaker chairs the House Judiciary
Committee, which would lead any impeachment hearings. Conyers did say
that he encourages nationwide efforts to build support for impeaching
Bush."

MEDIA

DCRTV REPORTS that since MSNBC dropped Don Imus, its numbers have
drooped 50 percent. If the scaredy cats at MSNBC had simply added a
black and a woman to the show who could go head to head with Imus, their
numbers would probably have doubled. You help gender and ethnic problems
with more talk, not less.

DRUG BUSTS

MARIJUANA POLICY PROJECT - 85% of the Rhode Island Senate has voted to
approve MPP's legislation to make the state's medical marijuana law
permanent. This vote follows a House vote during which 81% of House
members approved identical legislation. The legislation goes to Gov.
Donald Carcieri (R) for his consideration. In 2005, Gov. Carcieri vetoed
the medical marijuana bill, but in January 2006 the legislature overrode
that veto รข€” the only time that any state legislature has overridden a
veto in order to legalize medical marijuana.
