COMMISSION RECOMMENDS GOVERNORS HAVE CONTROL OF ALL MILITARY IN STATE
DURING DISASTERS
STATELINE - A congressionally chartered commission recommended that
governors gain authority over all military forces in their states - not
just the National Guard - during disasters like Katrina. While some say
it's a good move, Pentagon officials have assailed the proposal,
claiming it violates the Constitution, undermines presidential power and
"invites confusion" over military command during emergencies. The
National Governors Association isn't sure whether to back the plan, and
the commission itself anticipates resistance. . .
The commission maintains the change is "fully consistent with law and
precedent." Active-duty troops, for example, are routinely placed under
the control of foreign commanders in military alliances such as NATO,
according to the commission.
Expanding governors' military powers would not require an act of
Congress and could be accomplished by the Department of Defense in
coordination with states, according to the report.

nation's largest Spanish-language newspaper, made use of the six
reporters its parent company had deployed around the country. It was
Super Tuesday, the country's closest approximation of a national
primary. A voter empowerment hotline, 1-866-MYVOTE1, received more than
1,000 calls reporting irregularities, the Joyner show's parent Reach

ABC NEWS - Hillary Rodham Clinton and Barack Obama each got 6,001 votes
in Syracuse in the state primary, according to preliminary Board of
Elections results. The odds of that happening are less than one in a
million, said Syracuse University mathematics professor Hyune-Ju Kim,
who analyzed the state- and city-wide votes. Indeed, the tie no doubt
will be broken when election officials add in absentee votes and
affidavit ballots, which are similar to provisional ballots used in
other states when a voter's eligibility cannot be determined.

patients' cell phone use and their sperm quality. On average, the more
