POCKET PARADIGMS

If the federal government were a state it would be the fifth largest in
the country --- bigger than Illinlois It takes a lot of energy to run
Illinois, but then that's Illinois' business. It takes a lot of energy
to run the federal government, but the federal government is supposed to
be doing something other than just running itself. Nonetheless, in that
government every decision of every day must be weighed against two often
uncomplimentary sets of requirements -- those of America and those of
the system that runs it, the fifth largest state. Even in the best of
times, the system may come first; in the worst of times its demands
become obsessive as it struggles to maintain itself. - Sam Smith
