THE HILL - At a recent White House reception for freshman members of
Congress, Virginia's newest senator tried to avoid President Bush.
Democrat James Webb declined to stand in a presidential receiving line
or to have his picture taken with the man he had often criticized on the
stump this fall. But it wasn't long before Bush found him. "How's your
boy?" Bush asked, referring to Webb's son, a Marine serving in Iraq. . .
"I'd like to get them out of Iraq, Mr. President," Webb responded,
echoing a campaign theme. "That's not what I asked you," Bush said.
"How's your boy?". . . "That's between me and my boy, Mr. President,"
Webb said coldly, ending the conversation on the State Floor of the East
Wing of the White House.

FIRE - The Foundation for Individual Rights in Education is calling on
the University of Central Florida to repeal its unlawful and unfair
"free speech zone" policy. This policy quarantines free speech at UCF to
four areas covering only a small percentage of its campus. UCF's Free
Assembly Areas policy states that only "four areas shall be deemed free
assembly areas for the conduct of political activity and other exercises
of free speech." Last March, members of Students for a Democratic
Society and UCF Campus Peace Action gathered to protest the Iraq war in
front of the student center, a heavily-trafficked area that lies outside
the "free speech zones." As the protest got underway, campus police
forced the students to vacate the area. A similar situation occurred in
April, when campus police ordered students holding a teach-in about Iran
outside the "free speech zones" to disband. . . Just last Tuesday, FIRE
announced that its efforts had led Clemson University to abandon its
"free speech zone" policy. FIRE has also had success in fighting "free
speech zones" at West Virginia University, Texas Tech, Citrus College,
the University of Nevada at Reno, and the University of North
Carolina-Greensboro.

ACLU - The American Civil Liberties Union today condemned an
unprecedented new program for generating terrorist ratings on tens of
millions of travelers, including American citizens, maintaining those
ratings for 40 years, and making them available throughout the
government. "Never before in American history has our government gotten
into the business of creating mass risk assessment' ratings of its own
citizens," said Barry Steinhardt, Director of the ACLU's Technology and
Liberty Project. "Innocent people are going to get caught up in this
program, and they will have precious little recourse under it," said Tim
Sparapani, an ACLU Legislative Counsel. "When some unknown government
computer, using unknown sources of information, tags you as a 'security
risk' and begins circulating that label around the government, you will
have no meaningful way of finding out why you were given that label, let
alone challenging its validity."

BOLIVIA COMPLETES ENERGY CONTROL
BBC - Bolivia has completed its policy of gas nationalization, giving it
control over the operations of foreign energy firms in the country.
Signed by President Evo Morales on Sunday. . . Bolivia will gain a
majority of the revenues from foreign energy firms. . . Bolivia ranks
second after Venezuela in terms of gas reserves. When President Morales'
signed the decree which started the process on 1 May, he gave foreign
firms six months to sign contracts giving up majority control of their
Bolivian operations or leave the country.

BBC - Hugo Chavez says he wants another term to complete his revolution
President Hugo Chavez of Venezuela has won a third term in office,
securing a clear lead over rival Manuel Rosales. With most of the
ballots counted, Mr Chavez had taken more than 60% of the vote,
officials said. The president, who has secured the support of the poor
by using oil to fund welfare, told crowds his left-wing "Bolivarian
revolution" had triumphed.

LOST NATION - The NH Republican State Committee will reportedly pay the
Dems $125,000 over five years, while the RNC and the NRSC will pay
$5,000 apiece - half of which will go to a charitable organization
benefiting Manchester firefighters (who hosted the jammed phone banks),
and the other half to a group that supports police officers, (who
investigated the case). State Democratic Chairwoman Kathy Sullivan said
the settlement will disrupt GOP contributions into the next decade.
"Over the next five years, every time a Republican donor makes a
donation to the Republican State Committee, they will know a portion of
that is going to the Democratic Party," she said.

ROBERT WELLER, ASSOCIATED PRESS - What do remote-control garage door
openers have to do with national security? A secretive Air Force
facility in Colorado Springs tested a radio frequency this past week
that it would use to communicate with first responders in the event of a
homeland security threat. But the frequency also controls an estimated
50 million garage door openers, and hundreds of residents in the area
found that theirs had suddenly stopped working. . . Capt. Tracy Giles of
the 21st Space Wing said Air Force officials were trying to figure out
how to resolve the problem of their signal overpowering garage door
remotes.
