DCRTV - The Federal Communications Commission proposed a $1.43 million
indecency fine against ABC television stations for a 2003 episode of
"NYPD Blue," the second-largest proposed indecency fine against a
television broadcaster ever. The agency proposed a $27,500 fine against
52 ABC-owned and affiliate stations in the Central and Mountain time
zones, which broadcast the episode before 10 PM, when the FCC's
authority to police the airwaves for indecency expires each day. The
episode in question, aired February 25, 2003, contained a scene
featuring a woman who disrobes in a bathroom, and the side of one breast
was shown.

OUTLYING PRECINCTS

THE CLINTONS not only played the race angle in South Carolina, Bill
Clinton replaced his wife in the media during the closing days of the
race, apparently part of a failed effort to play the good old boy card.

POLITICO - The Clinton campaign launched a last-ditch effort over the
last few days to stop Kennedy's move, orchestrating a flood of phone
calls to Kennedy from sources ranging from union chiefs to his
Massachusetts constituents. The former president also called Kennedy in
a vain attempt to keep him out of the race, a source familiar with the
conversation said. During his two terms in the White House, President
Clinton made repeated overtures to the Kennedy family. So the senator's
rejection of his wife is at least as embarrassing as her 28-point loss
in the South Carolina primary on Saturday.

ABC NEWS - Said Bill Clinton in Columbia, SC: "Jesse Jackson won South
Carolina in '84 and '88. Jackson ran a good campaign. And Obama ran a
good campaign here." . . .

RADAR - Hillary Clinton continues to insist that she has "no
relationship" with shady indicted real estate investor Tony Rezko, the
facts seem to indicate otherwise. According to records, Rezko donated
$15,000 to the Democratic National Committee in March 2000. At the time,
the committee was helmed by longtime Clinton ally Pennsylvania Gov. Ed
Rendell, who endorsed Hillary Clinton. While it's possible that Rendell
and the Clintons discussed neither the donation nor the donor, it's not
likely.

RAW STORY - The whisper that could be heard just before an answer from
Mitt Romney at Thursday's Republican debate was the result of a
microphone malfunction, an MSNBC spokesman tells Raw Story, but its
source remains a mystery. . . Moderator Tim Russert asked Romney if he
would "do what Ronald Reagan did in 1983" to fix Social Security.
Immediately after Russert's question, someone can be heard whispering
what sounds like, "He raised taxes," although MSNBC believed the
whisperer said "not raise taxes." It's unclear whether Romney heard the
voice, but he quickly answered, "I'm not going to raise taxes." Romney's
campaign has not respond to requests for comment. . . "Recalls "the
bulge from the Bush/Kerry debates doesn't it?" mused Rolling Stone's Tim
Dickinson, referring to a debate in which President Bush appeared to
have some sort of transmitter or other device underneath his suit
jacket.
