CRS Report on Detainee Treatment: This Congressional Research Service report provides an overview of the law of war and the historical treatment of wartime detainees, in particular the U.S. practice; describes how the detainees' status might affect their rights and treatment; and summarizes activity of the 108th and 109th Congresses related to detention in connection with the war on terrorism.

Court Finds Executive Order Unconstitutional: A recent decision by a federal district court in Los Angeles found that two portions of Executive Order 13224, used to designate organizations as supporters of terrorism, are unconstitutional based on a lack of standards for designating terrorist organizations. Traveler Screening: Despite public outcry, the Department of Homeland Security will continue to operate its Automated Targeting System, used to collect information on people traveling to and from the United States by land, air and sea, including U.S. citizens. Federal Library Closures: Across the country, six federal libraries are closed or closing due to tightened budgets. Critics cite the loss of access to research materials as the government closes and downsizes libraries that house collections vital to scientific investigation and the enforcement of environmental laws. Rise in Jailed Journalists: An annual worldwide census by the Committee to Protect Journalists finds that the number of journalists jailed worldwide for their work increased for the second consecutive year, and one in three of those held is an Internet blogger, online editor, or web-based reporter.
