Near misses in the air and delayed flights are the direct result of Bush FAA policies that have caused veteran air traffic controllers to leave in droves. Over the past few years, the FAA repeatedly has cut staffing at control towers and decreased the amount of time between work shifts, forcing controllers to work even when they have not had sufficient rest. The Air Traffic Controllers union says the agency's announcement that it will hire more controllers is too late—staffing won't return to the pre-cutback levels until 2016.
